There are lots of companies that offer their services to help with your paperwork and to obtaining a visa - are these companies just a rip-off, or are they legit?

Depends, they have to either a member of the Bar in Canada or a member of Canadian Society of Immigration Consultants http://www.csic-scci.ca/indexE.html to represent you for money with Immigration.

PMM is always right

Regarding hiring Immigration Consultant, I had been in Canada for a long time and I would suggest David Cohen at "www.canadavisa.com" out of hundreds of other consultants.
