If the sponsor is also the canadian representive, and has been approved from CPC MISSISUAGA, and the permanent residence application gets sent to new delhi,
would the representive be recieving the letters from the new delhi office for any kinds of requests? or would the applicant.. who is being sponsored?

also can you still see the status on ecas after the file gets sent to the abroad visa office?

All the CIC letter will be sent directly to the representative........so the Cic will be communicating with your representative, not to applicant/sponsor.
and yes you will able to check the status  @  E-cas once the file get trsf to New Delhi VO by entering sponsors information.
