US Taxes, and dependents.. living in Canada

I landed last year, and have had no US income for over 2 years while here on a VR.
Our daughter is 2, and a US Citizen (we got her report of birth abroad).
I did not file my 2010 US taxes, but will this year, along with last years.
I heard that I will get $1000 for my daughter per year, is that true, even though I didnt work in the US, and not a resident???
