I read that to mean only appealed cases.  Do you think it means all cases?

They are already processing all sponsorship applications...and from what I know americans are now low security under all the CAN-USA agreements and the fact that we all are visa exempt...

Your understanding is correct.   That bulletin only covers successful appeal cases:  
"Effective immediately, the processing of a Family Class (FC) Application for Permanent Residence (APR) will resume at the CPP-O following the Immigration Appeal Division's (IAD's) decision to allow an appeal from a sponsor."

They are already processing all sponsorship applications...and from what I know americans are now low security under all the CAN-USA agreements and the fact that we all are visa exempt...

Actually, the Bulletin you quoted only covers applications that resume processing after a successful appeal (not new applications) - see the quote above.

While it's conceivable they use Ottawa in some capacity, we won't know until they issue the a Bulletin covering the closure of Buffalo (not up yet!).   The CBC and Globe & Mail articles indicated CIC would make the formal announcement this week so hopefully it's soon.

So I see what that means for those in-process that have cleared stage 1.  Do you have any idea what's going to happen to the applications already sent this month that had their satellite set up as Buffalo?  They received mine on the 22nd of May and I wrote Buffalo... where will my application go once it clears stage 1?  NYC?   If so.. this bites.  I don't see it going fast through NYC.

Unfortunately, no news yet.  This Bulletin is quite short.  FWIW, the newspaper articles indicated NYC would take over for Buffalo.  

The good news is that you won't be behind all the applications that were (are?) in Buffalo so timing should be reasonable.   The satellite visa offices have been pretty quick to date and there's no reason to believe that will change significantly by the time they get your application.   The not-so-good case scenario was that the satellite offices would have their workload doubled.

That said, it actually might be safe to make an educated guess that processing time might be FASTER rather than slower?  I mean, if NYC doesn't have any applications (or hardly any since everyone sends to Buffalo instead).. that the only ones ahead of me are those from Feb-May (since the website still states Feb for stage 1 processing) ... by all the applications in Buffalo going to Ottawa.. that means there's absolutely nothing in those of us in stage 1's way. 

The talk of double processing time or slower actually seems wayyyy unlikely now.    Would you think it'd be the same for those in process already and faster for the newbies considering the mass amount in process are going to Ottawa and all of us newbies are going elsewhere?

It's not quite as clear cut since NY (and the other prior satellite offices in Los Angeles, Seattle, Detroit, and Washington, D.C.) used to cover 50% of the US outland family sponsorship volume so they do have cases in their queue that they are working on.   Nonetheless, yes, overall this is very good news as the other US VO's won't suddenly have double the volume (as some folks had predicted) so the US applicants should still stay some of the fastest worldwide (at least for now) Smiley   Also consider that the fact that they have practice processing applications is also good news since they know what they are doing.  

Given that Buffalo is closing down, this seems to be a minimum impact on timing scenario (at least in the very short term).

And, for folks whose applications are being sent to Ottawa ... they seem to be very efficient.   I had mentioned this as a possibility on Friday as the better-case scenario for this reason (they are trained already from processing low-risk successful appeal cases and cases from other VO shut down temporarily due to emergencies, etc).

Assuming that the satellite US Visa Offices take over, the questions of timing will now be pushed into the future beyond current applications ... the backlogs may slowly increase (unless LA/Seattle/Detroit/DC/NY hire more personnel unless Ottawa's role expands to help process future apps too).   However, CIC seems to be centralizing more and more functions onto Canadian soil so this CPP-O pilot may end up being the beginnings of a bigger thing.

And, there's the outstanding question I know a few folks are struggling with re where interviews will be held that were scheduled for June.   Hopefully that info will come out soon too (I would hypothesize that one of the satellite offices will handle them either in person or that they may be switched to phone interviews).

Well worst case scenario for those of us currently in stage one (still open for debate on future applications) is that we're falling into 'business as usual' timelines as if nothing happened with Buffalo since whatever NYC has is like Buffalo having all the ones in stage two.  Best case?  It goes even faster.  At least that's how I see it..  I hope I'm right.  11 months + 3 months for stage one is scary enough.  My extension for visitor is only a year from the week prior to us sending off the application.  I was hoping I was organized enough to get mine shuttled through really fast like some have had.  Would love to celebrate Christmas and Thanksgiving as a Canadian Resident - non-temporary.

No, mine is still in Mississauga because the applications have to go through there to process the sponsor.  Only the in-process applications are in Ottawa, not those in stage one.

Ambber29 and others with interviews in June that had been scheduled in Buffalo that don't know where they are at, here is CPC-O's contact info (it may be more effective than case specific enquiry to Buffalo at this point for follow-up since Buffalo is officially closed now per their website)
