What is the application procedure for a H1B holder in US to apply for Canadian visitor visa ? We need this visa for my fiance to come visit me in Canada now and even after marriage until his PR application gets approved.

Because CIC/CHC is going to believe that it is his intention to marry and remain permanently in Canada, not just visit.

Okay, what if he applies for the multiple entry visitor visa, that is I guess for 5 years before we actually get married. He can always say he needs it to visit friends and family...and this way we will even have the visitor visa.
Advisable?
