I'm a PR in Canada and my parents are holding US Green Card,
Can I bring them to live with me in Canada forever

You/they will need to apply for PR to stay in Canada, unless they fit into other immigration streams.

US green card or citizenship will not allow any one to live in Canada forever.
You should sponsor them in Family class - "parents/grandparents category" which may take approx 5-6 years for processing.
Meanwhile they can visit you and stay with you according to the rules applicable to visitors.
