I am a US permanent resident (green card holder). I just came back from Montreal. I went to visit some friends for the weekend. I really liked the city and I would like to apply for Canadian Residency. I am from Peru and I am currently living and working in New Jersey, US. How should I apply from the U.S or from Peru? Are the waiting times diferents since I live in the US? Would it be easier/faster if I apply as a US citizen?

Are you looking to apply as a Quebec skilled worker?  You can see processing times here: http://www.cic.gc.ca/english/information/times/international/02b-skilled-que.asp  As you see, it's faster if you apply from the US.

It doesn't matter if you are a US citizen or not but if you are at a point that you can apply for US citizenship, you might want to consider it.  You will lose your US green card if you stay in Canada too long.
