US Citizen Baby..PR Parents returning to Canada.

My wife and I are permanent resident of Canada, however, my son, who is a US citizen, is not a PR yet. We are currently in our Native country and planning to return back to Canada soon.
I had sent one email to Canadian embassy at my home country and they sent me following reply to my query.
“Please be advised that though a US citizen does not require a Temporary Resident Visa to remain in Canada, but since he is intended Permanent Resident, you need to sponsor him from Visa office outside Canada.” Canadian Embassy New Delhi
Does that mean we can take our baby with us as he does not require TRV and sponsor him from Canada through Visa office outside Canada? Or, Does it mean, though baby does not require TRV, we must sponsor him before we could take him to Canada? I am very confused.... Please help.

Hi,
For sponsoring a child for Canadian PR, the
father or mother of the child should be in Canada and submit the sponsorship application
to CPC Mississauga. Upon approval of sponsorship, the PR application should be filed outside Canada, ie. Buffalo Visa Office for further processing. You cannot sponsor your child when you are out side Canada.
As the embassy said, your child is not required a visit visa being US citizen. When you arrive in Canada you can tell the officer that your child's sponsorship will be filed accordingly.

You may also wish to ask the customs & immigration officer at the airport for a visitor record for your child. As a U.S. Citizen your son can stay in Canada without a visa for 6 mths generally, but you should ask for an extended visitor record. It's at the discretion of the issuing officer, but you may be able to obtain a visitor record that is valid for a year or more. What that means is that your child has been granted entry to Canada as a visitor for that period of time, and can stay legally in the country for that long. I would explain that you'll be filing sponsorship and PR applications very soon after arrival, but would like a visitor record that allows your son to stay in the country legally until the process is complete. This way you won't have to worry about getting it extended or leaving the country just to get his visitor record renewed.
Just to clarify, a visitor record is not a visa. He doesn't need one to enter or stay in the country for up to 6 mths. It's just a document that is given sometimes to visitors who do not require a visa and who will be in Canada for a long period of time, and can be used to extend that visit beyond the normal 6 mth period.

Also, on a separate note, don't forget to apply for his social security number and U.S. passport if you don't have them already (though I assume you do if he's already traveling internationally). You will need that information for his application at the very least.

Thank you friends for helping me clear my doubts. I was really tensed. This is what we are planning to do: - Our family will fly to Canada together on Jan next year and, upon arrival to airport, request for a Visitor record for my baby. Since he has US passport and Birth Certificate, we should not have any problem while entering to Canada. Thank you again!!
