At Port of Entry if we show Proof of Funds (held in USD in a US Bank) in form of US Bank Stmt, do we still need to fill the CBSA form to declare that we are bringing more than 10,000 CAD. The reason I am having doubt is that we are showing USD funds that are transferable, but actually have not been brought into Canada.

You only need to fill out the form declaring more than 10K in CAD if you are actually carrying it.  If you are not, you do not need to fill out the form.
