Very URGENT:

A refugee who is now LPR in USA has no National Passport. Had applied for Refugee Travel Document in Summer of 2010. USCIS may issue travel document anytime from 3 to 6 months after application is submitted.

The CAP might be reached at ANY time.

Is it possible to submit the all documentation with the exception of Travel Document, with a letter of explanation that regugees can't have a National Passport? (The visa processing office is Buffalo, NY. Preliminary submission to Sydney, NS).

Will the Sydney office automatically return all application package and request to wait until Travel Document issued by USCIS?

Does ANYONE have a knowledge or experience of similar cases?

Please advise ASAP!
