My brother sponsored mother and she got permanent residency. Now my mother living in Canada (in Alberta) as a permanent residence from March 2008. Now my question is:

As my brother already entered into a sponsorship agreement for my mother, will he be able to sponsor my sister again now for AINP. By brother did not take any government assistance for my mother, he is an engineer in Canada and living in Alberta for 3 years.

You have to ask AINP because they make the final decision but since AINP is run by Alberta and he sponsored your mother federally, AB doesn't necessarily know that he sponsored your mother.  Unless he sponsored her too through AINP, then it depends if he has enough income to sponsor them both.
