Urgent Language points in New Ministerial Instructions!!

Does any one know how language points will be allocated in new ministerial instructions coming on 1 july 2011

I saw they are increased to 20 for first official language

does it mean

for high level of proficiency 5 points each  for listening , writing, reading, speaking and what band would it be

for moderate level will it be 2.5 points each??? and what band would it be

CIC have announced probable (but not official yet) changes to the MI for 1st July 2011, and yes they outline an increase in language points, but they have not made any announcement that I am aware of regarding the breakdown of these.

Essentially they are putting more emphasis on language and age, and less emphasis on work experience.
