To, Canadian High commission Immigration Section, 38 Grosvenor Street, London, WIK 4 AA, UK.
Subject: Explanation Regarding IELTS Results / File
Dear Sir/Madam
I took the Ielts test on 25th September but unfortunately result did not come out what I expected. Listening 5 Reading 4.5 Writing 5.5 and Speaking 6.0 Overall Band 5.5. As per Ielts results seems that I am still on the same level of English as before but it is not true. I am very much confident that I have done very well in ielts test but the results are not the same what I expected. Therefore I apply for EOR Enquiry on Results it will take approximately six to eight weeks to get new results the result will be provided to Canadian High commission upon arrival. I apply for EOR because I have taken two months English language courses to improve my ability. Please find attached First certificate from E4u English 4 You its American English language center in makkah they have 1 to 8 levels for students when I went there they asked me to set for entry test, after the test they suggested me to enroll in level 8. After enrollment I started classes with them on 3rd July 2010 till 17th August 2010 the class was one & half hour every day. We were six students, I was better in progress than others. After one month they give us final test and I got A Grade as shown in the certificate and this center is recognized by Ministry of Education Saudi Arabia. After this course I got admission in British Council Jeddah 18th August 2010 upon Placement test I was suggested to enroll in PI3 per Intermediate 3 but unfortunately there was no place in PI3. I was confused what to do because I was very much interested to take classes in British Council. So I discussed with administration to help me to get enrollment in any class which improves my English language. Luckily there was place in PI2 Pre Intermediate 2 and they told if you want to enroll in this class its better for you, because you will be more polished in language as you need just some tips to improve your ability. I enrolled in PI2, the course duration was 40 Hours it was very good experience with British Council. Please find attached PI2 certificate and test results. I am more confident and energetic than ever after taking these courses and I will continue my studies as well as in Canada to get settle. I am professional more than ten years experience in national and international companies I have very good prestige people knows me very well due to my hard working. My feeling is that if I had chance to immigrant to Canada, I will prove myself highly skilled person for Canadian market. I have ability to control total project activities to provide technical support to engineers attending meeting discussing specification with consultants writing reports to project manager and to consultants. Recently I had completed first semester of civil engineering and transcript was provided to Canadian high commission in last submittal as additional documents, this degree is totally in English I had very good results. Soon second semester will be completed. My confidence and years of experience will not put me down in any company in this world as a Drafting Technologist. As you can see that my all education is in English and in our office we have many different nationalities working with us and the common language use all the time is English, our all meetings and documentation in English language Arabic used only in some cases like governmental tenders and enquiries. Therefore I am sending my Ielts results and other require documents through British council. Most of the documents from my employer in Canada already included in this package. Some documents requested directly from employer they told me that we will send directly to visa office.
I know the excuse seems unacceptable but I humbly request you to consider it as it has been my heartiest desire to settle in one of the greatest country in the world "Canada"
Your cooperation in this regard will be highly appreciated Thanks for your time and consideration
Yours faithfully

CHC are exceptionally strict now and will only accept proof of language from one of their approved testing centres, IELTS being the most common. Why are the results unacceptable, do you need higher marks in order to meet the 67 point criteria?
Also, and I mean this with respect, but the letter you have drafted to CHC London is crawling with grammatical errors and spelling mistakes ("enrollment" should be spelt "enrolment", IELTS should be capitalised, and there are quite a lot of errors in grammar in the structure of your sentences, etc). At the very least you should run your letter through a spelling and grammar checking tool such as Microsoft Word.
I am not criticising, I am just trying to demonstrate how CHC will assess your plea that your standard of English is higher than the IELTS results would suggest.
I think your best option, if you cannot make 67 points with these results, is to reschedule your IELTS test, and if this falls outside the 120 day period then write to London saying that you will forward the results the moment they arrive and state the exact date you expect to receive them. I am fairly sure they will only award enough points if you provide approved test results to back up your language claims, so your best hope is that they allow you a small extension in order to complete another test.
Wayne.

Hmm, I agree it's unlikely they will allow you to take a third test. How long do you have before you must get back to them? Is it not possible to try to get another test scheduled? Your results are moderate, I am unsure why they won't credit your AEO without better results. Is this a teaching profession or similar? If you don't have time for another IELTS test, then all you can really do is draft the best letter you can and send any other documents you have available to prove your English. Please do make sure you spell and grammar check your letter, because obviously such mistakes will reflect poorly your standard of English. Best of luck to you, Wayne.

IMO you have only 2 choices 1) Send this result within their deadline and await their decision 2) Do not send the result, reschedule test and tell them the date of the test. Hope they allow an extension to take the test, no guarantee of this of course. I guess you have to ask yourself, which choice are you more likely to fail with - sending these results within the time frame, or sending another set of results after the deadline (without any guarantee they'll be better). Personally I'd go with option A and just hope for the best. Wayne.

Asking for more time and after that improvement in result no guarantee. because very busy life no time for ielts practice. i have seen many applicant who got immigration on 5.5 i dont know why he is asking me more that is ok i think i can improve automagically when i am living in english language country. i think better to send this ielts score and wait for good.

Sorry to inform you that please improve your english language skill. If you make your band at least moderate level that will be fine to go ahead by the CHC,London. It is obvious that your english is in basic level in some of the modules, therefore, it may be difficult for you to immigrate to Canada. You have got AEO which is providing you with more than enough points. Because of basic english proficiency immigration officer will not be fully convinced. Just be confident. I am praying for you. Don't be disappointed. Just do your best and leave rest for god. Good luck.
