Immediately inform CHC via post and email along with copy of UPS despatch receipt explaning the situation. In case u have the explaination from Customs or UPS in writing, do attach it as well. Will serve the purpose.

I want to ask you few questions-

1) Is it legal to send chinese passport overseas?

2) Did you declare to your courier service that the packet you are sending contains passports?

3) I suppose you declared it, then did the courier company write "passports" on the envelope? or did they write "documents"

If all your answers are positive then you do not have to worry.
