It affects your credit history and not criminal. Won't have any effects on your PR application as such.

don't worry unpaid telfone bills are related to credit history. but if any one is related to bank frauds then it may be concidered as serious offence and may be criminal proceedings may be applicable on him, which reflects in his PCC as well.
