Hi VonodKumar!!!
My husband also applied for the same "sealed envelop" ;-) All went very smooth.
So we are both were in Maldives when we applied for PR. He had called to his University and requested for the sealed envelop, after he sent email to the address which was provided by the University with some explanation for what he needed and mentioned the mail address. After sometime we received the envelop and it looks like important doc ;-))) With a few sealed stamp on it. Please remember do not open this envelop and sent to VO as it is. We really do not know what was in side but so far our status in E-case shows "In Process".:-)))))
maybe if you have somebody in India will speed up the process, you can provide their mail address and then they can sent to by DHL or FEDEX....
Good luck to you!!!!
