The number on the Citizenship certificate is not the Client ID number of UCI ( Unique Client Identifier ) number.
If you are a naturalized citizen, look at your old PR records where you could find it.

Hi Sakoo, According to my understanding, when the Immigration officer opens your file and make any entry on their (Visa processing office) computer, a Client ID number is created by the system. The Client ID number is a 8 digit number  like (XXXX-XXXX). If you've  any previous correspondence from CIC, your Client  number should be shown on the letter. If you have a copy of your old PR card, you can get the Client ID number from it.
