Hi, you wont be issued the DUBAI POLICE clearance until the debt is paid to the bank. And CHC wont accept your case without submitting the PCC.
No one is got through without submitting the PCC.

Cheers...

I doubt there is a way around it. I think you have to request one and they probably will provide one with the offense you commited. I think your best bet will be to hire a consultant/attorney and have him draft a letter to accompany your PCC

You can get the PCC but it will have criminal offence on it. You have two options, settle with bank on a discount or speak with their collection agency/department for installment. In both cases bank will remove cases against you. As its a criminal offence in UAE-also in most of Gulf-you will not get a clear PCC from UAE police.

Before I left Dubai (never lived permanently in Dubai, but had work permit due to nature of my work was visiting often, sometime for month and needed an account for pay) , I called my bank and ask them for a final settlement, I offered them 50% of the  refused, in the end we settled on 63% of total amount and 100% waive of interest.

Its very very easy to take a loan but sometimes tough to repay it.
So my dear strike a deal with ur bank and get ur clearance or forget Canada forever.
