I have been legally working here for 3 years now as a Pastor (Clergy).  Since my job doesn't require work permit, do I qualify to apply for PR under the CEC category?

It says it has to be skilled work level 0, A or B, see http://www.cic.gc.ca/english/immigrate/cec/workers.asp and you have to have worked at least 37.5 paid hours per week.  It is also a question if you can be classified as a temporary foreign worker when you don't need a work permit.

According to NOC code, clergy is a skilled occupation, see http://www5.hrsdc.gc.ca/NOC-CNP/app/quicksearch.aspx?lc=e&searchkey=clergy

Call immigration to make sure though.
