TWP at point of entry, Croatian citizen with LMO

I'm a Croatian citizen (don't need a visa to visit Canada) with positive LMO from Canadian employer. Can I apply for work permit on my point of entry (Toronto airport)? Open work permit for my wife? We've never been to Canada before, I don't know if that makes any difference?
