is it possible for a TWP holder(semi skilled) to apply as immigrant without the sponsor of the employer? if yes, then how and how long u have to wait? many thanks..

I second that no.  A semi skilled worker can only apply for PR through the semi-skilled programs in BC and AB and that is with the sponsorship of the employer.  If he can get promoted to a skilled job or find a job with another employer that is skilled, he would have more options.
