Is it possible to have two FWS applications in process at the same time, one at Buffalo pending my request for withdrawal and the other one at Sydney? I requested Buffalo to withdraw my application and they probably have not process it yet and I want to re-apply to Sydney quick. Can I do that>

Two applications on the economic class YES, such as; FSW along with CEC, PN....etc. however, 2 applications on the same FSW definitely NO, but i see in your case that you have already requested buffalo to withdraw your application.

If you don't want to wait for their response you may apply again for the CIO but make sure that you write down the status of your application in buffalo exactly with all details in both a cover letter and the application forms, with a copy of the letter requests for withdrawl which you have sent to buffalo, because CIO is taking nowadays up to 3 months to respond and the time is going to increase.

I do not think you can. If you had one application based in the old rule and a new one with the new rules, yes, you could. But since you have both application after the new rules, I do not think you can. Just my take.
