TVR for daughter help?

hi im just new here. We had a daughter left in the Philippines, my husband and I are both here in canada. I am here with work permit and my husband has a PR but he got it before we got married and he ddnt filed that he had a child when he filed his PR. the problem now is that he cant sponsor our daughter because he didnt include the both us in his PR application.

my question now is that is it possible for me to get a TVR for my daughter eventhough I am here with a work permit. somebody help me please I really wanted to bring my daughter here and I dont know what to do.
