So your stating that I should just continue to hire a Canadian citizen than hire overseas. I have interviewed about 10 people and noen relaly want the job.
Last person I had only lasted 6 months and I really need someone as they do leave. They state that they got better paying job and this is what I find when I fill this postion.

IMO You are unlikely to get an LMO for this role.
If people leave to go to a better paying job, then clearly the role requires more pay and/or better conditions.
This is how market forces work.
Save the money that you would spend on the lawyer and add it to the basic salary of the employee.
If Canadians do not want the job, why not try advertising directly to new immigrants?
