TRV = visitor visa
TRP = permit (used to called minister's permit) is issued to a person who is inadmissible to Canada.

Hi
Can I request a TRP on a compassion ground?
My mother is on trv and is sick and in hospital.
I know if you have trp you get health coverage.
I went in the immigration website but do not know how to apply ?

There is no application for TRP.  CIC will not issue a TRP so your mother's health care is covered, she either should have had travel insurance, or will have to make arrangements to pay it herself.
