Hello,
could you please advise can someone from the country that requires visitor's visa prior entering Canada get to the Canadian border and apply for residence permit without visa being stamped in his passport? How to apply for the initial TRP?

They can't.  TRPs are only for persons inadmissible to Canada, and CBSA will not issue one to a person who didn't apply for a TRV as the only reason.

thank you a lot for your reply PMM,

the refusal of TRV can act as a reason for TRP application? I mean can someone get to border asking for TRP as soon as his visitors visa is refused?

No, extremely unlikely that they would issue one.  CBSA would refuse admission and tell you to re-apply at an overseas office.  If CHC is not going to issue you a TRV they sure won't issue a TRP.
