TRV Refusal on New Passport

Is it true that Canada does not allow VISAs on new passports? I was recently called for an interview in Canada and my TRV was refused despite the fact that i had invitation letters and proof of support from the prospective employer in Canada.

Please help I need to reapply, I weigh to know my chances.

1.  Canada will put visas on new passports
2.  You were applying to come as a visitor?  but had support letter from prospective employer?  CHC then makes the assumption that you are coming to work, not to visit.

The prospective employer's letter clearly stated that the visit was for interviews only and that I would return within 3 days.

I think my best bet will be reapplying or is it possible to start by applying for a work permit to cut the long process short. I can try and convince the employer to give me an offer letter since I am qualified.

Any suggestions
