Author Topic: True that the VO does not touch file until it gets CSQ?  (Read 401 times)

All Quebec people: I want to verify whether it is true that the visa office does not do anything with one's file until they receive one's CSQ (Quebec selection certificate en anglais) from MICC in Quebec. What's the best way to find out if they received it?

In our case in started off with an email from London on the 8 July saying:

Dear XXX,

As you are destined to the province of Quebec, we cannot commence processing your application until we receive Quebec Immigration Approval (CSQ/Engagement) We usually receive our visa office copy of the approval from the Quebec Government MICC. To date on your application, we have not received Quebec Immigration Approval, if you have received, the CSQ/Engagement, please forward us a copy of these documents.

Yours sincerely,
XXX


The following week I phoned MICC who confirmed the CSQ was approved on 11 July and that they sent a copy to London electronically.

We then replied to London's email above (with our file number) and asked them to confirm in writiing whether or not they had definately received it.

This is the reply we got:

Dear XXX,
 
Thank you for your recent e-mail.
Please be advised that the CSQ has been received by our office.
We will soon be in contact with further instructions.

Yours sincerely,
XXX


I doubt they would inform us if we hadn't chased it up to ensure everyone had exactly what they need to proceed.

I am pretty sure they do look at the file before they get CSQ approval. Our application was in London since May 12th, we had problems with the CSQ and ended up having to forward an email we had received from London to Montreal showing proof they were still waiting on the CSQ so that the Montreal office would fax a copy to London straight away. We sent that proof to the Montreal office on Tuesday July 12th. They obviously sent the fax to London in the days following that and on ECAS it says our file started processing on Friday July 15th in London. On Monday July 18th I received an email from London at 9.09am local London time requesting my passport so they could issue the visa.

Our file was common-law, over 400 pages and not as straight forward as most of the cases on here(since it's a common-law application). I have a hard time believing they could come to a conclusion on our case during the course of a Friday.

There is no real way of finding out if they received it but we received an email from London requesting we send our copy if we had already received it from the Quebec Immigration.

Hey Darque,

Well you were luckier than I was because when I emailed Buffalo I got a response that said they cannot confirm receipt of any materials due to the volume of things they receive. I don't know if that's a message that is their form response in all cases in which someone asks for confirmation of receipt or if that's what they chose to insert at that time because it was busy at that time. In any case, I think you got that because London is less busy and backlogged than Buffalo.

I used to think the former, so I was reluctant to keep bothering them again. But then I really had no way of knowing, and if for some reason it never got there, having my file just be set aside until who knows when is not a risk I want to take.

Now though, I'm thinking maybe they replied that way at that particular time and if I ask again, they might have a real answer this time (assuming they are less busy). Anyone have any advice?

Hey, thanks for the response. Again, much faster visa office than mine but I agree that from the dates you gave, they must have done other portions of the processing and left the CSQ for last. It's just I have read on other threads that the VO will not do anything until it gets the CSQ, while on the same thread people have talked about their VOs "losing" said CSQs.

I've called the hotline a few times. They've told me they normally move on to other things if they dont get the CSQ or it's a little slow.
