I am engaged to a girl who is in canada on the live-in caregiver program, and we would like to get married in mexico. Can she travel out of canada to do this?

Depending on her citizenship, she may need a visa to travel to Mexico?

she is here 16 months and has a 3 year work permit, and is currently still working.

1.  If she is from a Non visa exempt country, she would require a valid TRV (visitor visa) to re-enter Canada, and depending on the country of citizenship, she may need a visitor visa for Mexico.  http://www.learn4good.com/travel/mexico_visa.htm
