I have been hearing that new arrivals cannot leave Canada for 6 months after arriving in Canada..My wife is coming next week and we are planning to go back to the Phils in Dec.. Is this true? I have searched the CIC website and cannot find any info on this.

Not true.  If she hasn't received her PR card by the time you are ready to go, you will simply need to apply at the embassy in Manila for a travel document so she can return.  If you are planning to remain a while, perhaps someone trustworthy can be asked to check your mail for her card and courier it to you when it arrives.
