I am not (yet) a US citizen. I have a valid Romanian passport and a Green Card. What will be the procedure to enter and exit Canada now for US residents, do I need a visa for that? What are procedures for ground travel and what are the procedures for Air Travel?

As a green card holder you don't require a visitor visa to enter Canada, either by road or air.
