I don't think this is correct. Just because you have an appeal doesn't mean they are going to issue a travel document.
Hopefully PMM and/or Baloo can confirm.
I know that in similar circumstances the "attendance" has been by telephone.
They rarely issue a travel document.
See PMM's post for reasons why they might issue a TD.
I doubt that you would be allowed to visit Canada, even for an appeal.
IMO The appeal is likely to take longer, and be more stressful than re-applying.
