Will a minor,aged 17 years,a PR but stayed only 1 year in Canada,and now out of status,who has got admission in Canadian university,be allowed a Travel document or not?
This application for Travel document wil be under humanitarian provisions(studying earlier outside Canda).

1.  It depends what the parent's PR status is, if they are still PRs, then CHC could either reinstate, H.&C or insist on a sponsorship.
2.  If the parents have lost their PR status, then CHC will probably not issue a travel document.
