My dad will apply from Jakarta OFfice and this is quoted from the local embassy:
Visa Processing Fee

Please make your payment in the form of a Certified Bank Draft.
For payments in Indonesian Rupiah:
Certified bank drafts in Indonesian Rupiah must be payable to the Canadian Embassy.

For payments in Canadian Dollars:
Certified bank drafts in Canadian Dollars must be payable to the Receiver General for Canada. The bank draft must indicate that it is redeemable at a bank in Canada.

Does this mean I can get a bank draft in Canada, in Canadian Dollar for $50 and give it to him before he leaves.  He can then bring this bank draft and submit it with his application back home?

the local visa office has a different Document Checklist than the one available from CIC.GC.ca

I found this under the checklist from cic.gc.ca:

IMM 5257
3. Include fee payment in acceptable format.  Verify acceptable methods of payment with the visa office responsible for your area.
NOTE: Visa offices cannot accept fee payments from banks in Canada.
