Hello Experts... a quick question. Possibly Silly.

This is my 14th month in Canada under Work Permit. Currently I have applied extending my work permit for another two years for which I am awaiting results sometime this week. In the meantime, its almost 20 months since I applied for my Permanent Resident Visa at New Delhi Visa Office, India. The current processing time at that Visa office states 16 months on an average. I know that number is not true and would be a miracle if that happens anytime soon looking at the rate they are processing. Now, once I get my work permit extended for another 2 years, is there anyways that I can transfer my application to have it processed from within Canada? Is that even possible? If its possible, is there any benefit of doing so? I mean, is the processing time any better when you do it from within Canada? The reason why I am asking is, one of my friends out here in Canada, applied for PR with AEO 6 months ago and I heard he got it approved and I was told that he applied within Canada. Let me know the possiblities please.

1.  No, CHC doesn't transfer applications, except for the "integrity of the program".
2.  The only applications processed in Canada are Live in Caregivers, Refugees, In-Canada spousal applications, and H.& C. application made in Canada.
3.  You heard wrong from your friend.  It wasn't processed in Canada, maybe Buffalo, but not Canada.
