TRansfer to Seattle

File transfered to Seattle. But wanted to send someone pick up visa...

Does anyone knows how we can do this...like..
What Seattle requests in their PPR? Also, can we walk-in and when to do so? Is there a link to get that info? i tried searching but can't get it.

Sorry friends but I cant go myself so need to know ahead and see which friend can!!

any one plz with an answer post it.

So far i know when we are required passport to Seattle, we:
(1) provide valid passport
(2) fill in a page avail. in PPR to give height, eyes color, name
(3) show proof that we are legal in US (i-94 should do) if in-person service
(4) Fedex envelop + air waybill and copy of PPR letter/email
(5) submit alongside 2-3 pics. With those latest, they will attach one pic to CO-PR and return the remaining.
 
What is the spec for the photo and how many are required? I have no idea and am getting conflicting info on the web. Plz help!!!!!!!!!!!
