the above letter clearly states that you did not have one year of required expereince under noc 4131 and the other nocs 2171,2173,2174 doesnot come under 38 listed occupation nocs before 26 june 2010.
your application was reached there 31 may 2010. you were assessed before 26 june 2010 rules
i am afraid you can't do anything now. noc 4131 is not included after 26 june 2010.
if you have work experience in one of following nocs you can reapply otherwise not
