Hello,
my boyfriend has applied for a permanent resident card almost two years ago, but it's taking forever to obtain it. We are waiting for that, he has already done the medical exam last year after they requested the medical exam, but due to other documentation problems, the whole procedure has been slowed down and we haven't heard anything from immigration Canada in at least 6 months now. Anyway, his sister lives in Canada and is pregnant right now, so her doctor gave her a paper stating when the baby will born and she sent an invitation for her mom and him to come visit for the baby's birth. My question is, if anyone has gotten through something like that, did they get the tourist visa ? I am not sure what immigration Canada might think of that . . . He probably stated in his papers that he's executive director for his mothers law firm ( which isn't big and for which he doesn't do much ), but hopefully they'll take it as a reason for him to go back after the visit. I have really high hopes for this, we have been long distance for two years now and it is just killing me, I have been hoping since the beginning of 2011 that he is going to get his permanent residence any time now, but time just passes and there is no new at all.
I will appreciate all comments and advices.

Let your boy friend apply for a TRV with the Canadian Embassy in his country with all supporting documents, mainly invitation from his sister in Canada for the stated reason. He should also provide evidence to prove his close ties with his home town and should convince the visa officer during the interview.
