Toronto Port of Entry-Please Advise

My wife and I are leaving to Canada(Toronto) in 2 days for landing. The COPR form sent us has a line item that says destination Vancouver, BC. But the appendix sheet says "You can land in any Canadian port of entry other than Quebec". I just want to make sure if landing in Toronto is till ok.

you can land anywhere as long as it's not quebec.
