Mayoral candidate Rob Ford is calling for a cap on immigration to Toronto, suggesting the city's fiscal challenges make it difficult for newcomers to be supported.

Immigrants (voluntary ones at any rate) must show proof of funds to support themselves for a reasonable period of time.  Are there statistics to tell us what percentage of people on welfare are first-generation immigrants?   

If the percentage is low, then the mayor's concern to limit immigration seems misplaced ... unless he is worrying not about welfare costs but rather the cost of building infrastructure (roads, sewers, etc) to accommodate the new housing required to house an additional million people.
