Not an easy game mate, first 10,000 is a very small amount for paper marriage. Deal normally worth around 20000+ or 15K min because it can take around 12+ months. Also be careful, CIC is working very hard to trace people who entered canada with a fake marriage, recently they have cancelled 1800 citizenship. IELTS is not tough try a little harder and you can do it. It's difficult but not impossible.
If you are married then you need to divorce your current wife, your Canadian wife can sponsor you and your kids but for kids you and she need to show proof of funds for kids. You might able to sponsor your current wife later on, CIC will come up with different reasons and this might jeopardize your case now as well. if you potential wife is recently -in last 12 months- divorced then your case will be delayed may for up to 18 months.

Lastly, Canadian govt is debating to attach a two year condition with spousal visa, under this condition if applicant and his/her spouse divorce in two years period - from the date of landing- then CIC will cancel dependent partner's visa. If this bill get pass through Parliament then be ready to pay somewhere around 40000+.

she is their relative thats why only 10,000. he can't clear ielts. look at his english level and be realistic

that's not a solid point to defend someone in similar manner a killer, robber or rapper can justify him/her self. I had no money to feed myself, I tried to rob that guy he didn't hand over his belongings to me, therefore I killed him. Just being in Sudan is not enough to justify wrongdoing.
