Timing Question (is timing based on CIC or Visa office application?)

Sorry guys for my basic question. On the page about the processing times:
"Processing times for Federal Skilled Worker applications received on or after June 26, 2010, are not yet available"
does it mean received by CIC or received by the visa office? I have sent my application to CIC in 2009 and supporting documents to the visa office in July 2010. Does it apply to me?

The datas related to processing times are not updated from that period in the CIC website which will be done accordingly. It does not apply to individual cases. So you need not worry at all.
