Does the timeline on CIC website include the sponsors part as well or not?

Hey there,as far as I know, the time line starts as soon as you get the AOR from the visa office, and you start counting from that date.

I agree, but you can also see how long the initial assessment is currently taking too.  The average is around 40 days for the in-Canada part.

No, it doesn't include the sponsor's part. The posted processing times mean how long the visa office will take since the day they receive the application.

They are two separate timelines.

The sponsors part is processed within Canada so on the CIC website, you will find that timeline under "in Canada" section, see http://www.cic.gc.ca/english/information/times/canada/process-in.asp#sponsorship and right now it's 44 days.

The rest of the application is processed in another country and so is found under the "outside Canada" section, see http://www.cic.gc.ca/english/information/times/international/05-fc-spouses.asp
