Time to take IELTS

I am holding temporary work visa and planning to apply for immigration under Federal skilled worker class. Should I take the IELTS before or after submission of application package?
How long does the test center to grade and mail the result to me ?
Any hint is appreciated.

Better to take it before submission or immediately after submission.
How long does the test center to grade and mail the result to me ?
