what does it mean if the system can't verify my old work permit #?

I applied for a new work permit again for a new employer..Before I can still verify the details of my first work permit, and now I can't..Actually I am under processing my new work permit..

What does it mean?Is it mean they cancelled already my first work permit #?

Please need some clariffication..
