Applied on Feb after first refusal. Still waiting for updates !

Anyone got visa approved for paper based application on or after applying on 19th jan 2017 from Bangalore vfs?? Does anyone know how long does it take to get response from Bangalore Canadian consulate for general category paper based study permit?Applied in 19th jan 2017 and now It's been a month and I am still waiting.Processing time was just 3 weeks when applied.I guess it will take 5 weeks or more for updates.

I applied for paper based visa application on 25th January via VFS center Ahmedabad. They sent my file to Visa Office, Bengalore. I got visa on 14th Feb. It takes around 3 weeks from the day you submit your docket.

I have applied for my student visa on 25th November 2016 online but still after 3 months my file is pending and no response from delhi high commission to so i extend my intake for September 2017.s o which way is better wait for old file to respond or withdraw it and apply again on paperbase application.and what is the starting date for application for September intake.
