If I accept a work permit under GSS stream http://www.cic.gc.ca/english/work/employers/gss.asp
will it affect my EE ITA? EE process is for PR applicants who intent to live outside QC.

I am in process of submitting documents for ITA and now I have a job offer under http://www.cic.gc.ca/english/work/employers/gss.asp

to work in Montreal for 2 years.
Yes, they could refuse your pr request if you take the job opportunity and start living in Montreal. Wait for you to get your pr first.

Well, never heard of anyone who had their pr request denied because of this specific situation you are up. However, I had friend who applied for PR request from Montreal and they got to explain why he was living in Quebec and applying to Federal immigration process. He tried to explain the situation to them but it did not go though. So, he got an email saying he had 30 days to live Quebec otherwise his application would get rejected. He did not leave Quebec because he had family, job and so on and then he had his application canceled.

Because of that, I am telling you. You'd better wait for your PR. Although you still may find issue in the future when try to renew your PR if you happen to be in the Quebec province. The reason why is they will see that you are living in Quebec and not elsewhere in Canada where you are supposed to be living correct?. However, I think the risk in such a situation is low yet possible.

I am under the impression that after PR you can live in any province. Moreover your friend had family and job in Quebec and was still asked. Quite surprising

6(2) Every citizen of Canada and every person who has the status of a permanent resident of Canada has the right (a) to move to and take up residence in any province; and (b) to pursue the gaining of a livelihood in any province.

Well. here is the thing. We have two separate concerns here. One is before getting PR and the other is after getting PR.

Therefore, after permanent residency, yes you are right. I just made a small comment on what I have heard about your questions from a few immigrant agents and people who were asked about "why they are living there if they were not supposed to" when renewing their pr card in a province other than the province of issuance of their pr card, in other words, the province where they had got their pr card from. If you search here in the forum you will find people warning about that as well because they got asked about that. I just repeated what they said.

Before getting pr, which is your case right? you might have issues. That's what I was talking about.

Getting back to my friend's case, he was a temporary resident in Quebec when he applied through EE. That's why he got asked.

With all due respect, unsure where I said otherwise which confused you. Anyway, it is up to you. I only tried to answer your questions by telling you the experiences I know about others. It is not my place to tell you what to do or how to proceed and also I don't want to undermine your plans at all. Feel free to do whatever you want to. I wish you the best of luck.

Yes I know, I did not say you can't live elsewhere in Canada. I said it is possible ("Although you still may(possibility) find issues") for them to ask you questions or even find any other excuse which may bother you on the renewal of the permanent residency. When it comes to immigration, the first rule is there is no 100% sure of anything, no guarantee.

The issue at hand is whether living in Quebec while applying for PR under EE can be an issue, i.e. BEFORE becoming a PR. OP has not asked about mobility rights AFTER becoming a PR.

OP, yes, living in Quebec when you apply under EE will affect your app. Unless you can show concrete proof (i.e. a signed job contract, a house purchase, family moved there already etc.) that you will move out of Quebec as soon as you become a PR, your EE app will be refused.

Do you just have a job offer or is your work permit for 2 years is approved & stamped in your passport & CAQ in your hand ? Why I am asking is because if you don't have your work permit approved, It would be good to wait for PR via EE. Getting a CSQ and then the PR via Quebec route is gonna take a long long time (1.6 years minimum under regular category). Once you get PR via EE, under the mobility laws of Canada, you are free to work anywhere.
