Do you know if this is legal or not in Canada?
A non canadian resident can start a business with a canadian resident for example 50% owned company between the two partners.
So this new company can hire the non canadian resident(who is also the owner) in this way he ,ight have a visaDo you think it is legal?

Non Canadian needs an approved LMIA and work permit to legally work for his company in Canada. If he works without a work permit - he'll be engaging in illegal activities. LMIAs typically aren't granted in these scenarios.

I think you can register the company no problem. But when you come to bring non-resident to Canada, you have to meet the requirements, either via LMIA, or key staff. So setting up a puppet company will not help.
