I scored over all 6 bands in IELTS exam and each I scored L-7.5 , R-6.5 , W-5 , S -5.5

What's your question? What are you trying to do? If you want to study in Canada, your scores are too low. You need to re-write and make sure you score at least 5.5 in each of the four categories.

Your question has already been answered - no. Your scores are too low. For a study permit, you can't have any scores below 5.5. For immigration, all of your scores have to be at least 6.

If you're attending college, minimum 5.5 for each of the four categories.

For university, minimum 6 in each of the four categories.

5 is too low for everything.
