Helo everyone...my dad is in canada...he has work permit its been 4 years since hi is there...He applied for family visa also but 2 of my sisters are with down syndrome....but physically both r fit...doctors say that 1 has two holes in her heart which r very minor..and even due to this she never faced any problem....she plays alot and everyday keeps on running....the embassy send us a letter for both that they donot want that these two children impose to much burden on their social service so they said that they need to see the type of work my father does and the amount we have they want a creditable plan what all should be there in it....my point is what papers should we give them in order to get their visa permitted. my dad is a truck driver and he is in stress reguarding this matter.there is nobody here who wil look after them other than us we need to take them with us in any condition

Your father needs to demonstrate that he is making a high enough salary in Canada and that he has enough savings to support your two sisters while they are in Canada without having to depend on the social services system here. He needs to provide proof of what his salary is and also show what savings he has.

I'm don't think becoming members of the down syndrome society will help. If anything, it will show your family has plans to remain in Canada long term and may harm the application.

Mam we have applied for permanent visa. And i saw that these society will help them in funding. Thats why we are doing this. It can become a source for funding. We have properties. And also policies for them are these papers also valid for the proof

CIC wants to see that you can fund the support your sisters need yourselves - without relying on anyone else.

Most of these societies receive some funding from the government. So by relying on them, CIC may say you are demonstrating that you will in fact need help from Canada's social services.

Your first post isn't that clear and made it sound like you were applying for a visitor visa as a family. Have you actually applied for PR? And have you received the letter you are asking about as a result of applying for PR? If so, then if your sisters are denied, the entire application (all family members) will be denied too. This is a very serious letter. It means that CIC will refuse your application unless you can prove your sisters won't be a burden to the system. I would recommend you hire a lawyer to make sure you respond to this letter properly.

Good luck.

I realize the letter you received is not a refusal letter. To clarify, this letter indicates CIC plans to refuse the application unless you can convince them otherwise. Again, I would hire a good lawyer to assist you. There is no guarantee that you will be fine and the evidence you are planning to provide is enough. This is why I'm recommending you work with a lawyer. The lawyer cannot guarantee you will be approved - but can increase your chances of success.

Typically when one family member is refused, then all of the family members are refused.

Usually in Creditable cases they want to know your average earning and expenses. If your father show his expenses like if he owns the house or rent plus on average monthly expenses (loans, debts etc) and average monthly income plus monthly savings or any investments. In short they want to see what is incoming and what is outgoing.
Show from India what you guys have in term of liquid assets and you are planning to move your assets in Canada (as you are moving permanently here). Later on Potentially move your solid assets as well.
There is LICO on CIC website which shows minimum income to support number of family members.

Table 3 – Low Income Cut-Off (LICO)
Size of Family Unit
Minimum necessary income
1 person (the sponsor) $24,600
2 persons $30,625
3 persons $37,650
4 persons $45,712
5 persons $51,846
6 persons $58,473
7 persons $65,101
More than 7 persons, for each additional person, add $6,628

It sounds like you got a procedural fairness letter based on possible excessive demand to Canadian healthcare/social services. As mentioned above, this means IRCC is about to refuse the application, but is giving you a last chance to convince them otherwise.

This has nothing to do with meeting LICO amounts. You need to prove to IRCC that the conditions of your 2 sisters will not exceed the healthcare burden amount of $6,655 per year (each) for 10 years.
See here: http://www.cic.gc.ca/english/resources/tools/medic/admiss/excessive.asp

You need to submit doctors, specialists, therapists, etc letters to support your response, to prove their medical condition will not cause costs to the public system above this dollar amount.

As mentioned, you should hire a lawyer experienced with excessive demand cases to help you with the procedural fairness response. Attempting to respond with no legal help and no supporting professional opinions, will most likely result in PR refusal for everyone.

But sir they have asked for a creditable plan? sir so we need to get the letter from india and then send it to canada to my dad. They want us to proof that my sisters wont burden their social service health for eccessive demand of money . They want us to proof that our working condition is good and we have enough money to fullfill my sisters requirement and not put pressure on canadas social service Thank u sir
